L&Q - C&E & Commissioning

Joule Group were appointed to support L&Q in their Building Safety programme by developing a comprehensive approach to fire safety system commissioning, re-commissioning, testing, witnessing and system integration (Cause & Effect). This is one of the largest building safety investigation and improvement programmes across the UK covering 32,000 homes in 1,850 buildings developed by L&Q.

Project Delivery

The project comprised two stages. Stage 1, developing template information which included the RFI template, C&E Matrix template, C&E Test Plan template and C&E Witness Testing report template, followed by Stage 2 which was to roll out the templates to all identified buildings. The development of the template information was piloted on two buildings, which included undertaking site visits for witness testing of the various fire and life safety systems in the buildings during a fire alarm activation. This information, along with the desktop review of the existing fire strategy and systems information, was further utilised to create a comprehensive Cause & Effect Testing report, and highlight areas that needed L&Q’s attention to satisfy life safety. ​
